The College Board and American Higher Education, a new book by Hall Institute Executive Director Michael P. Riccards, has been published by Fairleigh Dickinson University Press.

In the book, Riccards, a former college president and the first public policy scholar in residence at the College Board, provides a history of the organization that gives the SAT exams and AP courses across America. He finds that in many cases over the last century the board was responding to changes rather than providing leadership on those national issues.

The board was initially founded by college presidents and headmasters in the east to provide for some commonality in admissions criteria, then became involved in multiple choice questions instead of its original essay exams, helped establish the Educational Testing Service, and then became more of a constituent based organization involved in financial aid, counseling, and student services.
